Ch 3 at beg of rnd counts as first hbdc, ch 1.
Ch 1 at beg of rnd counts as first sc.
Ch 44, join with sl st to form ring.
Rnd 1 (RS): Ch 2, hdbc in next ch and in each ch around, join with sl st to top of beg ch-2. (44 hbdc)
Rnd 2: Ch 2, hbdc in next st and in each st around, join with sl st to top of beg ch-2.

In order to “(yo, draw through 2 lps on hook) twice,” you’d need to yo twice at the beginning of the herringbone double crochet stitch; otherwise, there are not enough loops. It appears that the cowl is made with the herringbone half double crochet, not a tall stitch, performing the action within the parentheses only once.
